How to Fix Windows Spotlight Not Changing or Showing Same Image on Windows

Windows Spotlight lock screen stuck on the same image, not downloading new pictures, or showing a blank background? Fix Spotlight on Windows 10 and 11.

Symptoms

You might be experiencing this problem if you notice:

  • Lock screen shows the same Spotlight image for days/weeks
  • Spotlight downloads images but never changes the lock screen
  • Lock screen is blank or shows default blue background
  • "Get fun facts, tips, and more" text not appearing
  • Spotlight works on lock screen but not on desktop (Win11)
  • Spotlight stopped working after a Windows Update

Common Causes

  • Spotlight image cache corrupted or full
  • Background Intelligent Transfer Service (BITS) not running
  • Metered connection preventing Spotlight downloads
  • Spotlight feature disabled by Group Policy or registry
  • Microsoft account not connected (Spotlight needs it for some features)
  • Content delivery settings disabled

Solutions

Solution 1: Reset Spotlight Cache

  1. 1First: Settings → Personalization → Lock screen → change to "Picture"
  2. 2Then delete the Spotlight cache:
  3. 3Navigate to: %LOCALAPPDATA%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets
  4. 4Select all files in Assets folder → Delete
  5. 5Also delete: %LOCALAPPDATA%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings
  6. 6Delete settings.dat and roaming.lock in that folder
  7. 7Change lock screen back to "Windows Spotlight" → restart PC

Solution 2: Re-Register Content Delivery

  1. 1PowerShell as Admin:
  2. 2Get-AppxPackage -Name Microsoft.Windows.ContentDeliveryManager | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppxManifest.xml"}
  3. 3Then restart PC
  4. 4If still not working: also run these PowerShell commands:
  5. 5Get-AppxPackage -AllUsers *ContentDeliveryManager* | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
  6. 6Wait 10-15 minutes for new images to download

Solution 3: Check Network and Services

  1. 1Spotlight needs internet to download images:
  2. 2Ensure you're not on a metered connection: Settings → Network → Properties → Metered connection → OFF
  3. 3Check BITS service: services.msc → "Background Intelligent Transfer Service" → should be Running
  4. 4Check: Settings → Privacy & security → General → "Show me suggested content" → ON
  5. 5For enterprise: Group Policy may block Spotlight:
  6. 6gpedit.msc → User Config → Admin Templates → Windows Components → Cloud Content
  7. 7Ensure "Turn off all Windows Spotlight features" is Not Configured or Disabled
