How to Fix Lock Screen Slideshow or Spotlight Not Working on Windows

Windows lock screen showing the same image, Spotlight not changing, or slideshow stopped cycling photos? Fix lock screen personalization issues on Windows 10 and 11.

Symptoms

You might be experiencing this problem if you notice:

  • Windows Spotlight showing the same image for days or weeks
  • Lock screen slideshow not cycling through photos
  • Lock screen shows a plain blue or black background instead of images
  • Spotlight images downloading but not displaying
  • "Some settings are managed by your organization" on lock screen settings
  • Custom slideshow folder selected but only one image shows
  • Lock screen reverts to default after every restart

Common Causes

  • Windows Spotlight cache corrupted or full
  • Content Delivery Manager service disabled or malfunctioning
  • Group Policy or MDM restricting lock screen personalization
  • Slideshow folder contains unsupported image formats or is empty
  • Metered connection preventing Spotlight from downloading new images
  • Background apps permission disabled for Microsoft services
  • User profile corruption affecting personalization settings

Solutions

Solution 1: Reset Windows Spotlight

  1. 1Open Settings → Personalization → Lock screen
  2. 2Change lock screen from "Windows Spotlight" to "Picture" temporarily
  3. 3Open File Explorer → paste this in address bar:
  4. 4%LOCALAPPDATA%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets
  5. 5Delete ALL files in this folder (these are cached Spotlight images)
  6. 6Also delete files in: %LOCALAPPDATA%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings
  7. 7Go back to Settings → change lock screen back to "Windows Spotlight"
  8. 8Wait a few minutes — new images should start downloading

Solution 2: Re-register Content Delivery Manager

  1. 1Open PowerShell as Administrator
  2. 2Run: Get-AppxPackage -Name Microsoft.Windows.ContentDeliveryManager | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppxManifest.xml"}
  3. 3Restart the computer
  4. 4Then go to Settings → Personalization → Lock screen → set to Windows Spotlight
  5. 5This re-registers the service responsible for downloading and displaying Spotlight images

Solution 3: Fix Lock Screen Slideshow

  1. 1Settings → Personalization → Lock screen → set to "Slideshow"
  2. 2Click "Browse" and select a folder containing .jpg or .png images
  3. 3Ensure the folder is on a local drive (not OneDrive or network folder)
  4. 4Check: images should be at least 1920×1080 for best results
  5. 5Under "Advanced slideshow settings":
  6. 6Enable "Include Camera Roll folders from this PC and OneDrive" if desired
  7. 7Set "Turn off screen after slideshow has played for" to a reasonable value
  8. 8If slideshow still doesn't work: try a different folder with known-good images

Solution 4: Check Group Policy Restrictions

  1. 1Press Win+R → type gpedit.msc → Enter (Pro/Enterprise only)
  2. 2Navigate to: Computer Configuration → Administrative Templates → Control Panel → Personalization
  3. 3Check these policies are "Not Configured" or "Enabled":
  4. 4"Do not display the lock screen" → should be Not Configured or Disabled
  5. 5"Force a specific default lock screen and logon image" → Not Configured
  6. 6"Prevent changing lock screen and logon image" → Not Configured
  7. 7If any are set: change them and run gpupdate /force
