When the lock screen wallpaper refuses to change, the cause is almost always a corrupt CachedFiles entry, a stuck Spotlight asset, or a Personalization CSP policy left behind by a previous group policy. RescuePC clears the right cache without resetting your other Personalization choices.

Solutions

Solution 1: Reset Windows Spotlight

  1. 1Clear Spotlight cache to force new images:
  2. 2Navigate to:
  3. 3%LOCALAPPDATA%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets
  4. 4Select all files → Delete
  5. 5Also clear settings:
  6. 6%LOCALAPPDATA%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings
  7. 7Delete settings.dat and roaming.lock
  8. 8Re-register Content Delivery Manager:
  9. 9PowerShell as Admin:
  10. 10Get-AppxPackage -Name Microsoft.Windows.ContentDeliveryManager | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml" -Verbose}
  11. 11Restart PC
  12. 12Settings → Personalization → Lock screen → Background → Windows Spotlight

Solution 2: Fix Custom Wallpaper Settings

  1. 1For custom lock screen wallpaper not applying:
  2. 2Settings → Personalization → Lock screen
  3. 3Background: select "Picture" or "Slideshow"
  4. 4Browse to select your image
  5. 5If it reverts: check Group Policy:
  6. 6gpedit.msc → Computer Configuration → Administrative Templates
  7. 7→ Control Panel → Personalization
  8. 8"Do not display the lock screen" → Not Configured
  9. 9"Force a specific default lock screen image" → Not Configured
  10. 10Registry check:
  11. 11HKLM\SOFTWARE\Policies\Microsoft\Windows\Personalization
  12. 12Delete LockScreenImage value if present
  13. 13Delete NoChangingLockScreen value if present
  14. 14Restart PC and set wallpaper again

Solution 3: Fix Network and Sync Issues

  1. 1Spotlight requires internet to download new images:
  2. 2Check connection isnt set as metered:
  3. 3Settings → Network & Internet → Wi-Fi → your network
  4. 4Set as metered connection → OFF
  5. 5Spotlight wont download images over metered connections
  6. 6Fix Microsoft account sync:
  7. 7Settings → Accounts → Windows backup → Remember my preferences
  8. 8Toggle OFF → restart → toggle back ON
  9. 9If Spotlight still stuck:
  10. 10Try switching to "Picture" → restart → switch back to "Spotlight"
  11. 11This forces Spotlight to reinitialize
  12. 12For persistent issues:
  13. 13Create new local admin account → test Spotlight there
  14. 14If it works: user profile has corrupted Spotlight settings
