You might be experiencing this problem if you notice:

  • Same lock screen image for days or weeks
  • Windows Spotlight shows black or solid color background
  • Spotlight images stopped rotating
  • "Like what you see?" and "Not a fan" buttons missing
  • Lock screen shows Windows default image instead of Spotlight
  • Spotlight was working but suddenly stopped

Common Causes

  • Spotlight image cache corrupted
  • Metered connection preventing image downloads
  • Background apps permission disabled for Spotlight
  • Spotlight content delivery service blocked
  • Disk space too low for Spotlight image cache
  • Group Policy disabling Spotlight features

Solutions

Solution 1: Reset Windows Spotlight Cache

  1. 1Clear the Spotlight image cache:
  2. 2Open File Explorer → paste this path in address bar:
  3. 3%LOCALAPPDATA%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets
  4. 4Delete ALL files in the Assets folder
  5. 5Also clear settings:
  6. 6%LOCALAPPDATA%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings
  7. 7Delete settings.dat and roaming.lock files
  8. 8Re-register Content Delivery Manager:
  9. 9PowerShell as Admin:
  10. 10Get-AppxPackage -Name Microsoft.Windows.ContentDeliveryManager | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
  11. 11Restart PC → Spotlight should start downloading new images

Solution 2: Fix Spotlight Settings and Permissions

  1. 1Ensure Spotlight is properly configured:
  2. 2Settings → Personalization → Lock screen
  3. 3Set "Personalize your lock screen" to "Windows Spotlight"
  4. 4If already set: switch to Picture, apply, then switch back to Spotlight
  5. 5Check background apps permission:
  6. 6Settings → Privacy & security → Background apps (Win10)
  7. 7Or: Settings → Apps → Installed apps → find Microsoft Store
  8. 8Ensure background permissions are allowed
  9. 9Check metered connection:
  10. 10Settings → Network & internet → your connection → Properties
  11. 11Toggle off "Metered connection" — Spotlight won't download on metered

Solution 3: Fix Group Policy and Network Blocking

  1. 1If managed by organization:
  2. 2gpedit.msc → User Configuration
  3. 3→ Admin Templates → Windows Components → Cloud Content
  4. 4Ensure "Turn off all Windows spotlight features" is Not Configured
  5. 5Ensure "Do not use diagnostic data for tailored experiences" is Not Configured
  6. 6Network-level fixes:
  7. 7Spotlight downloads from Microsoft CDN:
  8. 8Ensure *.microsoft.com and *.msn.com are not blocked
  9. 9VPN or proxy may block Spotlight content
  10. 10Test with VPN disconnected
  11. 11DNS-level ad blockers (Pi-hole) may block Spotlight domains
  12. 12Whitelist: arc.msn.com and g.msn.com
