Symptoms

You might be experiencing this problem if you notice:

  • Windows asks to set up PIN but fails every time
  • PIN works once then stops working on next login
  • "Something went wrong" error when trying to set up PIN

  • Error 0x80090011 or 0x80090027 when creating PIN
  • PIN reset completes but old PIN still doesn't work

Common Causes

  • NGC (Next Generation Credential) folder corrupted
  • TPM (Trusted Platform Module) communication failure
  • Windows Update broke PIN credential container
  • Microsoft account password changed but PIN wasn't re-authenticated
  • Group Policy blocking PIN authentication
  • Corrupted user profile preventing PIN enrollment

Solutions

Solution 1: Reset PIN from Lock Screen

  1. 1On the Windows lock screen: click "I forgot my PIN"
  2. 2Sign in with your Microsoft account password
  3. 3Follow the prompts to create a new PIN
  4. 4If you don't see "I forgot my PIN":
  5. 5Click "Sign-in options" and use your password instead
  6. 6Once logged in: Settings → Accounts → Sign-in options
  7. 7Under "PIN (Windows Hello)": click "I forgot my PIN"
  8. 8Create a new PIN after verifying your identity

Solution 2: Delete NGC Folder (Nuclear PIN Reset)

  1. 1Log in with your password (not PIN)
  2. 2Open File Explorer → navigate to:
  3. 3C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\
  4. 4You need to take ownership of the "Ngc" folder:
  5. 5Right-click Ngc → Properties → Security → Advanced
  6. 6Click "Change" next to Owner → type your username → Check Names → OK
  7. 7Check "Replace all child object permissions" → Apply
  8. 8Now delete the entire "Ngc" folder
  9. 9Restart the computer
  10. 10Go to Settings → Accounts → Sign-in options → set up a new PIN

Solution 3: Fix TPM Issues

  1. 1Windows Hello PIN uses the TPM chip
  2. 2Open tpm.msc → check if TPM is "Ready for use"
  3. 3If not ready: you may need to enable TPM in BIOS
  4. 4If TPM shows errors: try clearing it (WARNING: may affect BitLocker):
  5. 5Settings → Privacy & security → Windows Security → Device Security
  6. 6Click "Security processor details" → "Security processor troubleshooting"
  7. 7Click "Clear TPM" → restart
  8. 8After clearing: set up PIN again
  9. 9If using BitLocker: ensure you have your recovery key before clearing TPM
