How to Fix Windows Boot Loop

Complete symptoms, causes, and step-by-step solutions

Symptoms

You might be experiencing this problem if you notice:

  • "We can't create the recovery drive. A problem occurred" error
  • Recovery drive creation stuck at 1%, 50%, or 99% for hours
  • USB drive not recognized by the recovery drive creation tool
  • "We can't create the recovery drive on this PC" message
  • Process completes but the USB drive isn't bootable
  • Error: "not enough space" even with a 32GB USB drive
  • Recovery drive tool crashes or closes unexpectedly

Common Causes

  • USB drive too small (recovery drive needs 16-32GB depending on system)
  • USB drive has existing partitions that confuse the creation tool
  • Recovery partition missing or corrupted on the system drive
  • Third-party antivirus blocking USB write operations
  • Corrupted Windows Recovery Environment (WinRE)
  • USB 3.0 driver issue causing write failures
  • Insufficient system disk space for staging recovery files

Solutions

Solution 1: Prepare the USB Drive Properly

  1. 1Use a USB drive that is at least 16GB (32GB recommended)
  2. 2WARNING: All data on the USB drive will be erased
  3. 3First, clean the USB drive completely:
  4. 4Open CMD as Admin → diskpart → list disk → select disk X (your USB)
  5. 5clean → create partition primary → format fs=fat32 quick → active → exit
  6. 6Now try creating the recovery drive again
  7. 7Use a USB 2.0 port if USB 3.0 is causing issues

Solution 2: Fix Missing Recovery Partition

  1. 1Check if WinRE is enabled: open CMD as Admin
  2. 2Run: reagentc /info
  3. 3If it shows "Windows RE status: Disabled":
  4. 4Run: reagentc /enable
  5. 5If it fails: the recovery partition may be missing
  6. 6Run: reagentc /setreimage /path C:\Windows\System32\Recovery
  7. 7Then: reagentc /enable
  8. 8Try creating the recovery drive again

Solution 3: Alternative: Create Installation Media

  1. 1If recovery drive creation consistently fails:
  2. 2Download the Windows Media Creation Tool from microsoft.com
  3. 3Run it → select "Create installation media for another PC"
  4. 4Select your USB drive → it creates a bootable Windows installer
  5. 5This serves a similar purpose to a recovery drive
  6. 6You can boot from it to access repair options, reinstall Windows, etc.
  7. 7This method is more reliable than the built-in recovery drive tool

Solution 4: Troubleshoot Stuck Creation Process

  1. 1If stuck at a percentage for over 2 hours: the process likely failed
  2. 2Do NOT pull out the USB drive — close the tool using Task Manager first
  3. 3Disable antivirus temporarily before retrying
  4. 4Close all other programs to free memory and reduce disk I/O
  5. 5Try a different USB drive — some drives have compatibility issues
  6. 6Run sfc /scannow and DISM to fix system file corruption first
  7. 7Retry with the computer plugged in (not on battery)
