Symptoms

You might be experiencing this problem if you notice:

  • Advanced Startup only shows "Continue" and "Turn off your PC"

  • Recovery partition deleted or missing from Disk Management

  • Windows Update requiring WinRE but it's not available

Common Causes

  • Recovery Environment manually disabled via reagentc /disable
  • Recovery partition deleted during disk cleanup or partitioning
  • WinRE image (winre.wim) missing or corrupted
  • BCD (Boot Configuration Data) not pointing to recovery
  • Disk space too low on the recovery partition
  • Third-party partition tool moved or resized recovery partition
  • Windows upgrade failed and broke the recovery environment

Solutions

Solution 1: Check and Enable WinRE

  1. 1Open CMD as Administrator
  2. 2Run: reagentc /info
  3. 3If "Windows RE status: Disabled":
  4. 4Run: reagentc /enable
  5. 5If it succeeds: WinRE is restored — test with Shift+Restart
  6. 6If it fails with "WinRE image was not found": the recovery image is missing (see below)
  7. 7If it says "enabled" but recovery still doesn't work: the BCD may need repair

Solution 2: Restore Missing WinRE Image

  1. 1The recovery image is stored as winre.wim:
  2. 2Check if it exists: dir C:\Windows\System32\Recovery\winre.wim
  3. 3If missing: you need to extract it from a Windows ISO:
  4. 4Download Windows ISO from microsoft.com → mount it
  5. 5Extract: sources\install.wim → open with 7-Zip or DISM
  6. 6Find winre.wim inside: Windows\System32\Recovery\winre.wim
  7. 7Copy to: C:\Windows\System32\Recovery\winre.wim
  8. 8Then: reagentc /setreimage /path C:\Windows\System32\Recovery && reagentc /enable

Solution 3: Fix Recovery Partition

  1. 1The recovery partition is a small hidden partition (usually 500MB-1GB):
  2. 2Open Disk Management → look for a small partition labeled "Recovery"
  3. 3If it's missing: WinRE has nowhere to live — you need to recreate it
  4. 4This is complex — Microsoft has a guide: search "Create a recovery partition"
  5. 5Easier alternative: create a USB recovery drive instead
  6. 6Settings → search "Create a recovery drive" → follow the wizard
  7. 7This creates a bootable USB that provides all recovery options

Solution 4: Alternative Recovery Methods

  1. 1If WinRE can't be restored:
  2. 2Create a Windows installation USB using the Media Creation Tool
  3. 3Boot from USB → "Repair your computer" provides the same recovery options
  4. 4This works even without a recovery partition
  5. 5For "Reset this PC": you can use "Cloud download" option (downloads fresh Windows)
  6. 6Cloud download doesn't require a local recovery image
