How to Fix Windows Firewall Rules Corrupted or Need Full Reset on Windows

Windows Firewall blocking everything, custom rules not working, or firewall won't turn on? Reset Windows Defender Firewall to defaults and fix rule corruption on Windows 10 and 11.

Symptoms

Common Causes

  • Malware added hundreds of block rules before being removed
  • Third-party firewall (Norton, McAfee, etc.) left residual rules after uninstall
  • Group Policy overriding local firewall settings
  • Windows Firewall service stopped or disabled
  • Corrupted firewall policy files in the registry
  • VPN software added rules that weren't cleaned up on uninstall
  • System file corruption affecting firewall components

Solutions

Solution 1: Reset Firewall to Default Rules

  1. 1Settings → Privacy & security → Windows Security → Firewall & network protection
  2. 2Scroll down → click "Restore firewalls to default"
  3. 3Click "Restore defaults" → confirm
  4. 4This removes ALL custom rules and restores Windows defaults
  5. 5WARNING: you'll need to re-allow any apps that had custom rules
  6. 6After reset: apps will prompt for firewall access again when they need it
  7. 7This is the safest way to clean up corrupted firewall rules

Solution 2: Reset Firewall via Command Line

  1. 1If the GUI method doesn't work:
  2. 2Open CMD as Administrator
  3. 3Run: netsh advfirewall reset
  4. 4This resets all firewall profiles (Domain, Private, Public) to defaults
  5. 5Then re-enable firewall: netsh advfirewall set allprofiles state on
  6. 6To verify: netsh advfirewall show allprofiles
  7. 7All three profiles should show "State: ON"

Solution 3: Fix Firewall Service Not Starting

  1. 1Open Services (services.msc)
  2. 2Find "Windows Defender Firewall" (mpssvc)
  3. 3Set Startup type to "Automatic"
  4. 4Click Start
  5. 5If it fails: check "Base Filtering Engine" (BFE) — must also be running
  6. 6BFE must start before the Firewall service
  7. 7If both fail: run sfc /scannow then DISM /Online /Cleanup-Image /RestoreHealth

Solution 4: Fix Greyed-Out Firewall Settings

  1. 1If firewall settings are greyed out or unresponsive:
  2. 2Check for third-party firewall: Norton, McAfee, Bitdefender, etc. take over firewall control
  3. 3Uninstall the third-party firewall to restore Windows Firewall control
  4. 4Check Group Policy: gpedit.msc → Computer Config → Admin Templates → Network → Network Connections → Windows Defender Firewall
  5. 5If policies are set: they override local settings
  6. 6Registry fix: HKLM\SOFTWARE\Policies\Microsoft\WindowsFirewall — delete this key if it exists
  7. 7Restart and check if firewall settings are accessible
