How to Fix Clipboard History Not Working or Won't Enable on Windows

Win+V clipboard history panel empty, won't turn on, or cloud sync not working? Fix Clipboard History on Windows 10 and 11.

Symptoms

You might be experiencing this problem if you notice:

  • Win+V shows "Turn on clipboard history" but the toggle does nothing
  • Clipboard history enabled but panel is always empty
  • Pinned items disappeared from clipboard history
  • Cloud clipboard sync not working between devices
  • Win+V shortcut does nothing at all
  • Clipboard history resets after every restart
  • Copy works (Ctrl+C → Ctrl+V) but history doesn't store items

Common Causes

  • Clipboard History feature disabled in Settings
  • Group Policy blocking Clipboard History
  • Cloud clipboard requires Microsoft account sign-in
  • Registry values overriding clipboard settings
  • Clipboard service (cbdhsvc) not running
  • Windows Update reset the feature
  • Third-party clipboard manager conflicting

Solutions

Solution 1: Enable Clipboard History

  1. 1Settings → System → Clipboard
  2. 2Toggle "Clipboard history" to ON
  3. 3Test: copy something (Ctrl+C), then press Win+V
  4. 4You should see a panel with your copied items
  5. 5Also enable "Sync across your devices" if you want cross-device clipboard
  6. 6Cross-device sync requires: Microsoft account sign-in on all devices
  7. 7If the toggle won't stay on: check Group Policy and Registry (below)

Solution 2: Fix Group Policy Blocking

  1. 1If the toggle is greyed out or won't stay enabled:
  2. 2Win+R → gpedit.msc (Pro/Enterprise only)
  3. 3Navigate to: Computer Config → Admin Templates → System → OS Policies
  4. 4Find "Allow Clipboard History" → set to Enabled or Not Configured
  5. 5Find "Allow Clipboard synchronization across devices" → Enabled or Not Configured
  6. 6Run: gpupdate /force in CMD
  7. 7Restart and try enabling Clipboard History again

Solution 3: Fix via Registry

  1. 1Open Registry Editor (regedit)
  2. 2Navigate to: HKLM\SOFTWARE\Policies\Microsoft\Windows\System
  3. 3If "AllowClipboardHistory" exists: set to 1 (or delete the value)
  4. 4If "AllowCrossDeviceClipboard" exists: set to 1 (or delete)
  5. 5Also check: HKCU\Software\Microsoft\Clipboard → "EnableClipboardHistory" should be 1
  6. 6Restart the PC after making registry changes
  7. 7Try Win+V again

Solution 4: Reset Clipboard Service

  1. 1Open Services (services.msc)
  2. 2Find "Clipboard User Service" (cbdhsvc)
  3. 3Set Startup type to "Automatic" → click Start
  4. 4If the service won't start: run sfc /scannow to repair system files
  5. 5Also try: disable and re-enable Clipboard History in Settings
  6. 6If third-party clipboard manager installed (Ditto, ClipboardFusion, etc.): disable it temporarily
  7. 7Some third-party managers intercept the clipboard and prevent Windows history from working
