How to Fix Clipboard History Not Working or Won't Enable on Windows

Common Causes

Solutions
Solution 1: Enable Clipboard History
- 1Settings → System → Clipboard
- 2Toggle "Clipboard history" to ON
- 3Test: copy something (Ctrl+C), then press Win+V
- 4You should see a panel with your copied items
- 5Also enable "Sync across your devices" if you want cross-device clipboard
- 6Cross-device sync requires: Microsoft account sign-in on all devices
- 7If the toggle won't stay on: check Group Policy and Registry (below)
Solution 2: Fix Group Policy Blocking
- 1If the toggle is greyed out or won't stay enabled:
- 2Win+R → gpedit.msc (Pro/Enterprise only)
- 3Navigate to: Computer Config → Admin Templates → System → OS Policies
- 4Find "Allow Clipboard History" → set to Enabled or Not Configured
- 5Find "Allow Clipboard synchronization across devices" → Enabled or Not Configured
- 6Run: gpupdate /force in CMD
- 7Restart and try enabling Clipboard History again
Solution 3: Fix via Registry
- 1Open Registry Editor (regedit)
- 2Navigate to: HKLM\SOFTWARE\Policies\Microsoft\Windows\System
- 3If "AllowClipboardHistory" exists: set to 1 (or delete the value)
- 4If "AllowCrossDeviceClipboard" exists: set to 1 (or delete)
- 5Also check: HKCU\Software\Microsoft\Clipboard → "EnableClipboardHistory" should be 1
- 6Restart the PC after making registry changes
- 7Try Win+V again
Solution 4: Reset Clipboard Service
- 1Open Services (services.msc)
- 2Find "Clipboard User Service" (cbdhsvc)
- 3Set Startup type to "Automatic" → click Start
- 4If the service won't start: run sfc /scannow to repair system files
- 5Also try: disable and re-enable Clipboard History in Settings
- 6If third-party clipboard manager installed (Ditto, ClipboardFusion, etc.): disable it temporarily
- 7Some third-party managers intercept the clipboard and prevent Windows history from working
