How to Fix System Restore Stuck on Initializing or Not Completing on Windows

System Restore stuck on "Initializing" screen? Restore process not progressing? System Restore hangs for hours? Restore point creation stuck? System Restore never finishes? Fix System Restore initialization issues.

You might be experiencing this problem if you notice:

  • System Restore shows "Initializing" for hours without progress
  • Restore process appears frozen at initialization phase
  • System Restore starts but never reaches the restore phase

  • System Restore times out with initialization error

System Restore stalls almost always come from a stuck Volume Shadow Copy worker, a corrupted SRA registry path, or a residual lock from a half-finished restore attempt. RescuePC clears the locks and validates the supporting services before retrying so you do not have to force-power-off mid-restore.

  • Clears stale srrstr.dll locks and Volume Shadow Copy queue entries
  • Verifies Volume Shadow Copy (VSS), Microsoft Software Shadow Copy Provider, and Cryptographic Services are running

  • Re-registers system restore COM objects so the wizard actually progresses past Initializing

Solutions

Solution 1: Fix Volume Shadow Copy Service

  1. 1Check VSS service status:
  2. 2Win+R → services.msc
  3. 3Find "Volume Shadow Copy" → set to Manual
  4. 4Right-click → Start (if stopped)
  5. 5Also check these dependency services are running:
  6. 6Remote Procedure Call (RPC)
  7. 7DCOM Server Process Launcher
  8. 8RPC Endpoint Mapper
  9. 9Restart all services and try System Restore again

Solution 2: Run System Restore in Safe Mode

  1. 1Boot into Safe Mode:
  2. 2Settings → System → Recovery → Advanced startup → Restart now
  3. 3Troubleshoot → Advanced options → Startup Settings → Restart
  4. 4Press 4 for Safe Mode
  5. 5In Safe Mode: Win+R → rstrui.exe
  6. 6Select your restore point and proceed
  7. 7Safe Mode disables third-party interference
  8. 8System Restore usually completes faster in Safe Mode

Solution 3: Reset System Restore and VSS

  1. 1Delete old shadow copies:
  2. 2CMD as Admin:
  3. 3vssadmin delete shadows /all /quiet
  4. 4Resize shadow storage:
  5. 5vssadmin resize shadowstorage /for=C: /on=C: /maxsize=10GB
  6. 6Re-register VSS writers:
  7. 7net stop vss
  8. 8net start vss
  9. 9Run disk check: chkdsk C: /f
  10. 10Restart PC and try System Restore again
  11. 11If still stuck: sfc /scannow then DISM /Online /Cleanup-Image /RestoreHealth
