You might be experiencing this problem if you notice:

  • Apps running noticeably slower when not in focus
  • Background downloads or processes taking much longer than expected
  • CPU clock speed stuck at low frequency despite being plugged in
  • Task Manager shows low CPU usage but apps feel slow
  • Specific programs running at reduced performance
  • Compilation or rendering tasks extremely slow in background

Common Causes

  • Windows power throttling reducing CPU for background apps
  • Power mode set to "Best power efficiency" — aggressive throttling
  • Laptop on battery — power throttling more aggressive
  • Specific apps flagged for throttling by Windows
  • Intel Speed Shift or AMD CPPC reducing clocks aggressively
  • Thermal throttling due to high temperatures

Solutions

Solution 1: Change Power Mode

  1. 1Settings → System → Power & battery → Power mode
  2. 2Set to "Best performance" when you need full speed
  3. 3"Balanced" is usually fine for most tasks
  4. 4"Best power efficiency" aggressively throttles everything
  5. 5When plugged in: "Best performance" has no battery cost
  6. 6This is the single biggest setting affecting throttling

Solution 2: Disable Throttling for Specific Apps

  1. 1Settings → System → Power & battery → scroll to "Battery" section
  2. 2Click "Battery usage" to see which apps are being managed
  3. 3Task Manager → Details → right-click column headers → check "Power throttling"
  4. 4If an app shows "Enabled": Windows is throttling it
  5. 5To exempt: Settings → Apps → find the app → Advanced options
  6. 6Under "Background app permissions": set to "Always"
  7. 7Or: Set power plan to High Performance (disables all throttling)

Solution 3: Disable Power Throttling Entirely

  1. 1For maximum performance at the cost of battery life:
  2. 2Control Panel → Power Options → select "High Performance"
  3. 3If High Performance is missing: CMD as Administrator:
  4. 4powercfg -duplicatescheme 8c5e7fda-e8bf-4a96-9a85-a6e23a8c635c
  5. 5Or disable via Group Policy: gpedit.msc
  6. 6Computer Config → Admin Templates → System → Power Management → Power Throttling Settings
  7. 7Set "Turn off Power Throttling" to Enabled
