Solutions

Solution 1: Restart and Configure Installer Service

  1. 1Check Windows Installer service status:
  2. 2services.msc → find "Windows Installer"
  3. 3Startup type should be: Manual
  4. 4If Disabled: change to Manual → Apply
  5. 5Click Start to start the service
  6. 6If service wont start:
  7. 7CMD as Admin:
  8. 8msiexec /unregister
  9. 9msiexec /regserver
  10. 10This re-registers the Windows Installer service
  11. 11Try starting it again via services.msc
  12. 12If still failing: check registry:
  13. 13HKLM\SYSTEM\CurrentControlSet\Services\msiserver
  14. 14Start (DWORD) should be 3 (Manual)
  15. 15ImagePath should be: %systemroot%\system32\msiexec.exe /V

Solution 2: Fix Installer Database and Permissions

  1. 1The installer database may be corrupted:
  2. 2Re-register all installer components:
  3. 3CMD as Admin:
  4. 4regsvr32 /s msi.dll
  5. 5regsvr32 /s msisip.dll
  6. 6Check installer temp folder permissions:
  7. 7C:\Windows\Installer\ must exist and be accessible
  8. 8Right-click → Properties → Security
  9. 9SYSTEM should have Full Control
  10. 10Administrators should have Full Control
  11. 11If folder is missing: create it manually
  12. 12icacls C:\Windows\Installer /grant SYSTEM:F
  13. 13icacls C:\Windows\Installer /grant Administrators:F
  14. 14Clear stuck installer state:
  15. 15Delete C:\Windows\Installer\$PatchCache$ contents (not folder)

Solution 3: Repair System Files and Group Policy

  1. 1System file corruption can affect installer service:
  2. 2CMD as Admin:
  3. 3sfc /scannow
  4. 4DISM /Online /Cleanup-Image /RestoreHealth
  5. 5Restart and retry installation
  6. 6Check Group Policy restrictions:
  7. 7gpedit.msc → Computer Configuration → Administrative Templates
  8. 8→ Windows Components → Windows Installer
  9. 9"Disable Windows Installer" → Not Configured or Disabled
  10. 10"Always install with elevated privileges" → Enabled
  11. 11gpupdate /force
  12. 12If nothing works: try installing in Safe Mode:
  13. 13Boot to Safe Mode with Networking
  14. 14net start msiserver
  15. 15Run the installer
