How to Fix Clipboard Sync Not Working Across Devices on Windows

Windows clipboard sync between PC and phone not working? Cloud clipboard not syncing across devices? "Sync across devices" option grayed out? Fix clipboard cloud sync.

Symptoms

You might be experiencing this problem if you notice:

  • Clipboard history doesn't sync between Windows devices
  • Copied text on one PC doesn't appear on another
  • "Sync across your devices" toggle is grayed out or won't enable
  • Phone clipboard doesn't sync with Windows PC
  • Sync worked before but stopped after update or account change
  • Clipboard syncs one direction but not the other

Common Causes

  • Microsoft account not signed in or sync disabled
  • Clipboard sync toggle not enabled in settings
  • Different Microsoft accounts on different devices
  • Network or firewall blocking sync service
  • Activity history and sync settings disabled
  • SwiftKey or Phone Link app not configured for clipboard

Solutions

Solution 1: Enable Clipboard Sync Settings

  1. 1Settings → System → Clipboard
  2. 2Turn ON "Clipboard history" if not already enabled
  3. 3Turn ON "Sync across your devices"
  4. 4Choose: "Automatically sync text that I copy" or "Manually sync" (Win+V → sync icon)
  5. 5Ensure you're signed into a Microsoft account (not local account)
  6. 6Settings → Accounts → Your info — verify Microsoft account is active
  7. 7Do this on ALL devices you want to sync between

Solution 2: Fix Account and Activity Sync

  1. 1Settings → Accounts → Windows backup → "Remember my preferences"
  2. 2Ensure sync preferences are ON
  3. 3Settings → Privacy & security → Activity history
  4. 4Turn ON "Store my activity history on this device"
  5. 5Ensure the same Microsoft account is signed in on all devices
  6. 6If using different accounts: sign out → sign in with the same account
  7. 7For Phone Link clipboard: open Phone Link app → Settings → Features → Clipboard sharing ON

Solution 3: Troubleshoot Sync Issues

  1. 1If toggle is grayed out:
  2. 2May be disabled by organization policy (work/school device)
  3. 3Check: gpedit.msc → Computer Config → Admin Templates → System → OS Policies
  4. 4"Allow Clipboard synchronization across devices" → set to "Enabled"
  5. 5If sync is enabled but not working:
  6. 6Sign out of Microsoft account → restart → sign back in
  7. 7Check internet connection — sync requires active connection
  8. 8Large clipboard items (images) may not sync — only text syncs by default
