You might be experiencing this problem if you notice:

  5. 5Left monitor should be the left rectangle, right should be right

  1. 1In Settings > System > Display
  2. 2Click the monitor you want as primary
  3. 3Scroll down and check "Make this my main display"
  4. 4The primary display gets the taskbar and is where new windows open by default

  6. 6For taskbar on all monitors: right-click taskbar > Taskbar settings > show on all displays

  1. 1In Display settings: drag the monitor rectangles to stack vertically
  2. 2Move one rectangle above the other to create a top/bottom arrangement
  3. 3Align the edges: if monitors are different sizes, align them at the left or center
