Symptoms

You might be experiencing this problem if you notice:

  • Clicking WiFi/Volume/Battery area does nothing
  • Quick Settings panel doesn't appear
  • Action Center opens blank with no toggles
  • Quick Settings flash then disappear
  • Notification area icons unresponsive
  • Quick Settings worked before but broke after update

Common Causes

  • ShellExperienceHost.exe crashed
  • Corrupted Action Center cache
  • Windows Shell extension glitch
  • Group Policy disabling Action Center

Solutions

Solution 1: Restart Windows Explorer and Shell

  1. 1Press Ctrl + Shift + Esc to open Task Manager
  2. 2Find "Windows Explorer" > right-click > Restart
  3. 3If that doesn't work, find "ShellExperienceHost.exe" in Details
  4. 4End that process
  5. 5Also end "StartMenuExperienceHost.exe" if present
  6. 6Both will restart automatically — test Quick Settings

  1. 1Open Windows Terminal (Admin) or PowerShell (Admin)
  2. 2Run: Get-AppxPackage -AllUsers Microsoft.Windows.ShellExperienceHost | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
  3. 3Run: Get-AppxPackage -AllUsers Windows.ImmersiveControlPanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
  4. 4Restart your computer

Solution 3: Check Group Policy

  1. 1Press Windows + R, type gpedit.msc (Pro/Enterprise only)
  2. 2Navigate to User Configuration > Administrative Templates > Start Menu and Taskbar
  3. 3Find "Remove Quick Settings" or "Remove Notifications and Action Center"
  4. 4Set to "Not Configured"
  5. 5Run: gpupdate /force in Command Prompt
  6. 6Restart Explorer or reboot
