Symptoms

You might be experiencing this problem if you notice:

  • Windows doesn't fully shut down — restarts instead of shutting down
  • Dual-boot: other OS can't mount Windows partitions (filesystem locked)
  • USB devices not recognized after boot until full restart
  • Windows Updates not applying properly after shutdown
  • BIOS settings not sticking after shutdown
  • PC boots to black screen or hangs during startup

Common Causes

  • Fast Startup saves a hibernation image instead of fully shutting down
  • Hibernated state locks the filesystem — other OSes can't safely access it
  • Drivers don't fully reinitialize because the kernel session is restored
  • BIOS/UEFI changes get overwritten by the restored hibernation state
  • Corrupted hibernation file causing boot issues
  • Windows Updates require a full shutdown cycle but Fast Startup bypasses it

Solutions

Solution 1: Disable Fast Startup

  1. 1Open Control Panel → Hardware and Sound → Power Options
  2. 2Click "Choose what the power buttons do" in the left panel
  3. 3Click "Change settings that are currently unavailable"
  4. 4Uncheck "Turn on fast startup (recommended)"
  5. 5Click "Save changes"
  6. 6Shut down and restart — Windows will now perform a full shutdown
  7. 7This fixes most issues caused by Fast Startup
  8. 8You can safely leave it disabled — boot time difference is minimal on SSDs

Solution 2: Delete Corrupted Hibernation File

  1. 1If Fast Startup caused a corrupted boot state:
  2. 2Open CMD as Administrator
  3. 3Run: powercfg /h off
  4. 4This disables hibernation and deletes the hiberfil.sys file
  5. 5Restart the computer
  6. 6If you want hibernation but not Fast Startup:
  7. 7Run: powercfg /h on
  8. 8Then disable only Fast Startup via Power Options (previous solution)
  9. 9The hiberfil.sys file will be recreated clean

Solution 3: Fix Fast Startup via Registry

  1. 1If the Power Options checkbox is missing or greyed out:
  2. 2Open regedit as Administrator
  3. 3Navigate to: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Power
  4. 4Find "HiberbootEnabled" — set value to 0 (disables Fast Startup)
  5. 5Set to 1 to re-enable
  6. 6If the key doesn't exist: create a DWORD (32-bit) named "HiberbootEnabled"
  7. 7Restart the computer
  8. 8Verify: powercfg /a — should show "Fast Startup" as not available if disabled
