Solutions

Solution 1: Enable Sideloading and Developer Mode

  1. 1For Windows 11:
  2. 2Settings → Privacy & security → For developers
  3. 3Toggle "Developer Mode" ON if installing dev packages
  4. 4Or just ensure "Install apps from any source" is selected
  5. 5For Windows 10:
  6. 6Settings → Update & Security → For developers
  7. 7Select "Sideload apps" or "Developer mode"
  8. 8Accept the confirmation prompt
  9. 9Restart may be required
  10. 10Retry app installation after enabling
  11. 11Note: Developer Mode enables additional features like SSH server

Solution 2: Fix Group Policy Restrictions

  1. 1If managed by organization:
  2. 2Contact IT administrator — policy may be intentional
  3. 3For personal PCs with leftover policy:
  4. 4gpedit.msc → Computer Configuration
  5. 5→ Admin Templates → Windows Components → App Package Deployment
  6. 6Set "Allow all trusted apps to install" to Enabled
  7. 7Set "Allow development of Microsoft Store apps..." to Enabled
  8. 8Also check:
  9. 9→ Windows Components → Microsoft Store
  10. 10Ensure "Disable all apps from Microsoft Store" is Not Configured
  11. 11Run gpupdate /force after changes
  12. 12Restart PC

Solution 3: Fix AppLocker or WDAC Blocking

  1. 1If AppLocker is configured:
  2. 2secpol.msc → Application Control Policies → AppLocker
  3. 3Check Packaged app Rules — look for deny rules
  4. 4You may need to create allow rules for the specific app
  5. 5If Windows Defender Application Control (WDAC) is active:
  6. 6Check: Get-CimInstance -ClassName Win32_DeviceGuard -Namespace root/Microsoft/Windows/DeviceGuard
  7. 7WDAC policies are more restrictive and harder to modify
  8. 8For enterprise environments: work with IT to whitelist the app
  9. 9For personal PCs with stale WDAC policy:
  10. 10Delete policy files from C:\Windows\System32\CodeIntegrity\CIPolicies\Active
  11. 11Restart PC — but be careful as this removes all WDAC protection
