  11. 11del C:\Windows\WinSxS\pending.xml
  12. 12Note: pending.xml may not exist — that's OK
  13. 13Restart services:
  14. 14net start wuauserv
  15. 15net start cryptSvc
  16. 16net start bits
  17. 17net start msiserver
  18. 18Restart PC and retry updates

Solution 3: Fix via Safe Mode Update

  1. 1If normal mode can't clear pending state:
  2. 2Boot into Safe Mode with Networking:
  3. 3Settings → Recovery → Advanced startup → Restart now
  4. 4Troubleshoot → Advanced → Startup Settings → Restart
  5. 5Press 5 for Safe Mode with Networking
  6. 6In Safe Mode — CMD as Admin:
  7. 7DISM /Online /Cleanup-Image /RevertPendingActions
  8. 8DISM /Online /Cleanup-Image /RestoreHealth
  9. 9sfc /scannow
  10. 10Restart into normal mode
  11. 11If still failing: in-place upgrade repair:
